I have A question that could apply to a lot of RPG's
How would you Roleplay A Villain, if you can truly call him that, who is very misguided but means well, his plan actually will benefit millions and the authorities and government as a whole and The Pcs in particular agree with what he's trying to achieve but because of what he's willing to do to succeed he has to be stopped
A example from Warhammer Roleplay that isn't limited to a particular edition would be someone who has made a fool-proof cure for a currently incurable disease but he must prove it works because of what he plans to do to prove it works he has to be stopped
The thing is that even though he has made a fool-proof cure for a currently incurable disease that will save millions of lives he's decided that he in order to prove it works he must infect A Large Part of A Sparsely populated area, such as most of Rural Averland, with the disease that he a cure for a cure for
The thing is that the villain, if you can truly call him that, doesn't see anything wrong with causing several dozen thousand deaths in order to save millions of lives, naturally the authorities don't agree
