  Craig, that is already how it works. Its how it worked before the reforge as well. Look at a sites source code.

  Anybody know of a way to get the Characters section to show PC's first/separate from NPC's like it used to?

  Not directly. It's vaguely possible to sort the Characters section via tags (so you could use something like [data-role="PC"] to style just those character sheets that have the PC tag), but you'd probably have to do it for each individual character and it'd just generally be really ugly and horrible to do. I don't recommend trying unless you can think of a much nicer way to handle it.
  
  EDIT: You can do that to give those characters with the PC tag a different background color or something, though.
