  Go to the "CSS forum":http://forums.obsidianportal.com/comments.php?DiscussionID=2637&page=1 , or go to the "FAQ":http://forums.obsidianportal.com/comments.php?DiscussionID=1114&page=1 . Many sites, like my own, Arsheesh' great "Age of Legends":http://www.obsidianportal.com/campaigns/age-of-legends , and the awesome "Dresden File Dallas":http://www.obsidianportal.com/campaigns/dfd have site appearance sections as well.
  Or, just pm a gm of some site that you like and ask them how they did it.

  I second everything killervp just said. I noticed you haven't put up a background yet so just to get you started on this particular question:
  
  1) Access the custom CSS field by clicking on "Edit Setting" in the right side bar on the main page of your campaign.
  
  2) Scroll down to the text box labeled "Custom CSS" just below the OP selection of background images.
  
  3) Paste the following into that text box:
  
  /* Furthest background image */
  body { background: url('http://i.imgur.com/2inW0.jpg') no-repeat center center fixed; -webkit-background-size: cover; -moz-background-size: cover; -o-background-size: cover; background-size: cover; }
  
  4) Change the background url to the address of whatever image you want to use.
  
  5) Scroll down and click "update" to save the changes.
  
  Feel free to PM me if you have any trouble or if you see anything on my site that you would like to use. I was a little reluctant to bother people with coding questions that I figured were basic but I found that everyone I contacted on OP was really cool about helping out and sharing code.
