    How do I shot web?

No but seriously, is there a way to add those page-wide lines that appear underneath the headers in Wikipedia. I've tried finding answers with little luck.

The _hr_ (horizontal rule) tag is what you want:

Ah, right, thanks. That ought to help me make my pages a little tidier.

Another question, though: Is there a way to make table of contents a la Wikipedia?

Wikipedia does it automatically. I haven't seen anything on here that does the same unfortunately. You can construct it by hand using anchors however. Place an anchor in your content where you want to scroll to like so:

Then on the same page create a link to that anchor like so:

    Part 1

Clicking on the link should scroll the page down to the named anchor.

You can also create a link from another page that scrolls down to an anchor on the destination page like so:

    Foo Bar, Part 1
