Wikipedia does it automatically. I haven't seen anything on here that does the same unfortunately. You can construct it by hand using anchors however. Place an anchor in your content where you want to scroll to like so:
Then on the same page create a link to that anchor like so:
Part 1
Clicking on the link should scroll the page down to the named anchor.
You can also create a link from another page that scrolls down to an anchor on the destination page like so:
