I'm a bit confused about the NPC tracker. It seems that an NPC can have three traits:
- GM Only NPC
- Public NPC
- PC in a campaign
- None of the above, or some combo of above.
Plus the NPC can be made visible to show up in searches, but only if public.
Is there a description of how these states function one the site?

As I understand it (I could be wrong!):
GM-Only-NPC: An NPC that only the GM can see/edit; lets the GM create someone without "spoiling the surprise."
Public NPC: Allows other folks to look for alread-created NPCs that they might want to utilize in their own campaigns.
PC in a campaign: An NPC can be converted to a PC, showing up on the cast list in the right margin at the campaign home page.

Okay, that makes sense. So if a PC is public and a GM Only NPC, the GM overrides the public?
