How many big changes will my brothers for a laugh mistake make to his Drinax Campaign?

My brother started A Drinax Campaign 5 days ago and he decided it would be funny to add in something that could ruin the fun, challenge and excitement of A Pirates of Drinax Campaign, I told him that and tried to convince him that it was 1 of the 4 worst idea's I've heard heard from A GM, but he justified it by saying that he would never have to worry about because it would never happen, guess what?, it happened

Ooops 8 minutes ago my brother E-Mailed about several rather large mistakes. Sorry

His idea was that every 250 years since The Imperial Year 105 every back-water planet in The Trojan Reach would initially have A 3% chance of gaining A Brand New System Navy of up to 21 Ships that could individually mass up to 2,000 tons and would have a combined mass of 9,000 tons, but if no planet got picked then their would be no winner

When he told me that despite my advise he was going to go ahead with his idea he said, and I quote, "what could possibly go wrong? and I said, and again I quote, "do you really want A 3-foot long list?"

Initially its A 3% chance, but every 10th planet the chance goes up by +1D2%, every 50th planet it goes up by +1D3+1% and every 100th planet it goes up by +1D3+4%

Drinax was The 113th Planet he rolled for and by that time the chance was equal to 3% +18% +4% +3% +6% or A 34% chance and when my brother rolled he rolled  A 29, like I said it was a disaster waiting to happen and it happened

This means that they haven't even done the 1st adventure, which I suspect will be First Prize, and Drinax has bagged itself A Brand New System Navy of up to 21 Ships that could individually mass up to 2,000 tons and would have a total mass of 9,000 tons

Even worse is that he, very foolishly, let his players choose Drinax's New Ships and they choose to give Drinax A New System Navy of 6 400 ton Gazelle's, 4 captured 300 ton Indigo Class Pirate Carrier's,  2 400 ton Patrol Corvettes, 2 800 ton Mercenary Cruisers, 1 1,000 ton Frigate and 1 2,000 ton Escort Carrier Class Carrier

Based on stuff from various sources my brother had decided that Drinax already had A Navy of 6 100 ton armed and Armored Scout-Ships, 3 200 ton Armed and Armored Free Traders, 1 300 ton Indigo Class Pirate Carrier and 1 custom Build 400 ton Yacht

This means that even though they haven't even done the 1st adventure Drinax now has A System Navy of 6 100 ton armed and Armored Scoutships, 6 400 ton Gazelle's, 4 captured 300 ton ton Indigo Class Pirate Carrier, 3 200 ton Armed and Armored Free Traders, 2 400 ton Patrol Corvettes, 2 800 ton Mercenary Cruisers, 1 300 ton Indigo Class Pirate Carrier, 1 custom Build 400 ton Yacht, 1 1,000 ton Frigate and 1 2,000 ton Escort Carrier Class Carrier

This means that they haven't even done the 1st adventure yet Drinax's System Navy has increased in size from 6 100 ton, 3 200 ton, 1 300 ton and 1 400 ton Ships to 9 400 ton, 6 100 ton, 5 300 ton, 3 200 ton, 2 800 ton, 1 1,000 ton and 1 2,000 ton Ships, so my question is how many big changes will my brothers for a laugh mistake make to his Drinax Campaign?
