Quick Create New Wiki Page with Tags

A request came in via a support ticket to be able to create a link to a new Wiki Page "on the fly" and assign it tags, without using the square brackets.

The "Character Link" button already had this ability with the "Create New Character" button at the top of the popup, but the "Wiki Link" button/popup didn't.

We've now added a "Create New Wiki Page" button to that popup that works pretty much exactly the way the "Create New Character" form works.  It's also available in the "See All Pages" popup.
