New to this - need help with auth code request

The URI my (java) app is trying to hit to request app authorization is:

https://www.obsidianportal.com/oauth/authorize?redirect_uri=http://localhost:8080/redirect&client_id={{My Consumer Key}}

When I try to run the code, though, I'm getting a 403 Forbidden error.  I've created the application here on the OP site (which is how I got my Consumer Key) ... what am I missing?
