This feature would create an editable page, which contains txt/code which would be automatically inserted into each new page of a campaign.
the purpose of this would be so that, authors would be able to create their custom backgrounds, navigation menus, and style guides. which would then autopopulate to each page of the entire campaign. This would make making changes easier, as only one page of code would need to be edited, instead of all of them.
perhaps this code is auto inserted into a "code" subsection of each page.
If an edit is made to the code, there could be a 'update existing pages' checkbox to make sure all current pages are updated with the new code.

I'm in the middle of creating my first campaign here (with some co-GMs, though I'm the guy doing most of the site design work and coding), "Edgerunners,":http://www.obsidianportal.com/campaigns/edgerunners and I'm finding it a bit annoying to have to add all the sidebar/background/etc stuff to every single page.
Would be nice if the code was also automatically inserted into the pages that currently can't be coded (such as the Calender page, or Maps, etc). Probably best if it wasn't added to the 'auto-include page' itself, though, just in case you make a stupid mistake and accidentally make it impossible to do anything.
After that, it's just a question of writing up the actual content:/
The content will come, just don't try to do it all at once or you'll burn out!
But yes, I specifically decided to work on design first, content later, because it's much easier to put the design together when there's not much content there than to do it the other way around.
Honestly, it'll be a bit refreshing to be out of the screen and playing for a while... currently I'm running a Mage campaign and a Planescape one, which is all sorts of fun, but I miss the simpler days when I had fewer responsibilities. In terms of character sheets, let me know if you need some help with that. I managed to create a somewhat decent one for the PbP SOIF game I'm in:

I'm a fan of that too, moreso now that I've started being more proactive about updating it now that it's in full swing. I still want to put more info in there, but the trick is getting the players to use it!
I don't know why I can never remember the inline code for the html, which I feel is a bit silly.
