Boy I don't know, that sounds pretty tough. Have you done some image searches over at "Deviantart":http://www.deviantart.com/ yet? They ask that you get permission from the artists before using the artists work but from what I gather, so long as you are not using the image for commercial purposes many of the artists have no problem with their artwork being featured elsewhere. Other than that, I really don't know what to suggest.

Actually am using one image from DeviantArt already, and the artist asked me just to link back to his page through the image, so no biggie. However, I have not found anything that meets my particular criteria there for the underground steampunk cityscape whatever.

I guess a good way to describe the perfect image would be the London from Tim Burton's Sweeny Todd, with lots of piping and fittings, with trains and tiny airships. Inside of a colossal mountain.

You could actually use images from the movie. Should be able to I'd plenty of promos and vidcaps on google images. Otherwise deviantart is a great place as others have suggested. Just use a bunch of different types of searches, both on google images and deviantart.

You may have to take standard steampunk pictures and gimp or photoshop them into an underground background.

I must have put 15 hours into google searching. I was just in the middle of trying to Gimp a solution as SkidAce suggested, but my skills seriously lack.

I found one that's even closer (though missing the airships and trains still)

but I'm still waiting on permission from the artist. I haven't heard anything, and if I can find the artist to get permission, I try first. I may use it anyway.
