Zoom feature not terribly useful

I've tried several different resolutions and document sizes, but no matter what combination I use the maps I load get shrunken down in size and the finest level of zoom is still a rather wide view. Then when I zoom out, the map becomes a very small square in the middle of the screen. It would be a lot more useful if the widest zoom was the full image, and then the user could zoom in and see detail on the map. Anybody have any suggestions?
